Find out whether the issue is unsuitable traffic, unclear service pages, a broken contact route or enquiries that are not being followed up.

Check that the missing enquiries are really missing
Submit a clearly labelled test enquiry through each important form. Confirm the success message, stored submission and notification. Test phone links on a mobile device. A working-looking form is not proof that a message reached the right person.
Check spam filtering and team ownership too. The problem may happen after the website has done its job.
Identify who is arriving and where
Look at the landing pages and search queries bringing visits. A guide answering a DIY question may attract people who do not want to hire you. A local business may receive traffic from outside its working area. Separate those visits from searches for the service you sell.

Remove one uncertainty at the decision point
Read the page as someone who has never heard of the business. Can they tell what is included, whether you serve them and what happens after contact? Add the missing answer close to the enquiry route. Avoid demanding a full project specification before allowing a first conversation.
For considered purchases, a viewing or initial discussion may fit better than “buy now”. For urgent work, a visible phone number during real contact hours may be more useful than a brochure download.
Use a meaningful conversion measure
Count genuine enquiries separately from spam and test submissions. Compare a consistent traffic source and page group; a changing mix of visitors can alter the overall rate without any page getting worse. Record whether enquiries are suitable and become work.
